Renewable Energy Petition

Dear Senators and Congressmen:

You have failed America. During the 1973 Oil Shock you promised Energy Independence.

 In 33 years you did nothing, so we will force you to act!

We The People (remember us?) demand that every Representative and Senator sign and mail in this petition and quickly pass into law every part without compromise, or We The People signing this petition will remove you from public office. The new law must state that all businesses must meet all the following deadlines, or the entire Board of Directors and the five top managers go to jail for six months:

 July 1, 2009 Ban new electric generating plants fueled with coal, oil or natural gas. For every importer or manufacturer of Light Vehicles (defined as cars, hybrids, minivans, SUVs, buses, vans and trucks with a gross vehicle weight below 7,000 lbs.) at least 30% of its new vehicles sold each month must use Renewable Energy (defined as Flexfuel 85% or higher alcohol/ethanol, biodiesel, electricity, hydrogen, natural gas, propane and renewable fuels) with average fuel efficiency of at least 40 miles per gallon on E85 Ethanol, and implement  Frank Lynch’s Top Ten List of How to Add Ten Miles Per Gallon. All new gas or fuel stations, and every existing station adding or replacing pumps or tanks, must devote 50% or more of its capacity to Renewable Energy. In California, to reduce smog immediately the 50% is 100%.

 Every business that imports, explores for, extracts, refines, stores or distributes oil or gas must spend at least 50% of its profits, before tax and depreciation, to construct new facilities in the US to produce or distribute Renewable Energy. Businesses too small to do this alone may invest in entities that are 100% devoted to Renewable Energy. This rule continues until there is no oil-based vehicle fuel sold in America. There will be no income or other tax on Renewable Energy fuels until oil-based vehicle fuels are eliminated. Imported gas and oil is taxed at $1/gallon.

July 1, 2010 All 30% requirements increase to 45%. Importers and manufacturers of vehicles over 7,000 lbs, including buses, trucks, construction and farm equipment, must sell at least 10% of vehicles each month as Renewable Energy, increasing by 10% each year. Imported gas and oil is taxed at $2/gallon.

July 1, 2011 Average fuel efficiency increases to 50 mpg on 85% alcohol. 30% of  Flexfuel vehicles must be high-compression to maximize E85-E100 benefits. All 45% requirements increase to 60%. All new gas or fuel stations, and every existing station adding or replacing pumps or tanks, must be 60% devoted to Renewable Energy. Imported gas and oil is taxed at $3/gallon. Absorb Cuba for sugar cane and the Miami oil field.

July 1, 2012 All 60% requirements increase to 80%. Imported gas/oil is taxed at $4/gallon.

July 1, 2013 Average fuel efficiency increases to 60 mpg. No oil-based Light Vehicle fuel may be sold in America. The 85% alcohol in Renewable Energy increases to 100%. Imported gas/oil is taxed at $5/gallon.
